Lots and lots of dogs are afraid, in fact, it is epidemic these days. You will find that most people expect their dogs to meet and greet other dogs they encounter on walks. What do you think your dog is thinking when he meets other dogs. You may think that your dog is a social animal, but that is not true of all dogs. When handling your dog around other dogs, the best method I've found is to teach your dog to ignore them. Just teach your dog to give attention to you when you say it's name, you can eventually develop the ability to get and hold her attention anytime you wish. If your dog get excited when around other dogs, when you give it attention (and EYES) on you, she simply has none left to get overexcited about the other dog.
